Karmoy is a municipality on the west coast of Norway just north of Stavanger.
There are 37 000 inhabitants in the municipality, 5500 pupils in the
age group 6-16, and about 590 teachers in its 30 schools. The smallest
school has six pupils, the largest just over 400. There are 21 languages
spoken in schools and 3.5% of the school population is composed of pupils
from ethnic minorities, refugees and asylum seekers.
The main working areas for the Educational Advisory Service are:

Karmoy has played a key role in developing strategies for the teaching
of Norwegian as a second language to children and adults and has made
significant strides in promoting multicultural education within the
municipality. The Department has delivered a successful awareness raising
programme for primary and secondary pupils on the perils of racism and
fascism. This programme was developed by teachers to combat the growing
influence of neo-nazi tendencies in schools. Karmoy also hosted the
third European conference on Equality in Education in May 2000. Since
1995 schools in Karmoy have been involved in many other Socrates-projects
(all three actions in Comenius, ODL and Adult Education).
Provveditorato Agli Studi di Verona (Provincial
Educational Department), IT
The Department provides an advisory and support service to all schools
in Verona, from nursery, high schools through to adult education. It
offers in-service training, counselling and documentation for schools
and teachers. Verona has a very diverse migrant population of 13,000
people coming from 80 different countries.The local and regional authorities
are responsible for social actions towards migrants. The Department
has set up a workshop Centre for multicultural education projects called
Tante Tinte in Verona. This Centre collects and develops educational
instruments for teachers for the teaching of Italian to speakers of
other languages. It also runs multicultural education programmes to
raise awareness of problems connected with racial matters and to prevent
and struggle against xenophobia. Through the Centre, the Department
promotes training courses for teachers and has assigned three teachers
to work permanently on educational activities aimed at the social inclusion
of disadvantaged groups in the population. Verona also has many school
based projects in primary and secondary sectors about cultural education
to combat xenophobia and linguistic support to children and adult migrant
workers. Verona also hosted the second European conference on Equality
in Education in May 1999.
Centre for Race, Culture and Education
(CRCE), Leeds Metropolitan University, UK
The CRCE is a jointly funded education partnership between Leeds Education
Authority and Leeds Metropolitan University. It was set up in 1996 to
pool the expertise and resources of two major educational institutions
in responding to the needs of a diverse community of learners in the
school and higher education sectors.
The main area of the Centre’s work is the development of intercultural
and inclusive education programmes for initial and in-service teacher
training. It also offers a wide ranging conference and seminar programme
aimed at educationalists on current issues in race, culture and education.
This work is supported by a programme of research in schools and educational
programmes for pupils, teachers and community educators. As part of
the university’s policy on Widening Participation, the Centre also works
directly with parents and pupils from inner Leeds schools to encourage
the take up of post-school educational opportunities in further and
higher education.
Quality in Diversity (QiD)Consultancy and
Training, Leeds, UK
The QiD is a partnership of education consultants which offers quality
consultancy and training services in education, employment, community
development and health. The main aim of the QiD is to work with diverse
organisations, institutions and communities to build a just and fair
society. QiD is an independent consultancy group operating at local,
national and international level.
QiD consists of consultants with high national and regional profiles.
They have immense experience in leading innovative and lasting initiatives
and projects and have a proven record in developing, implementing, monitoring
and evaluating policies and strategies in a range of fields.
QiD specialises in equal opportunity issues in the areas of education,
employment, community development and health and provide its services
through Action Research projects, Training courses, Project evaluation
and appraisals, Project formulation and management, Policy development,
Action planning and Local and regional market research.
QiD has recently worked in the following areas: Race and Education in
pre- and post 16 education and training sectors, Mentoring for pupils
and students, Bilingual and multilingual education, Cross-cultural communication,
Managing change in a multicultural society, Promoting intercultural
dimension in Europe, Consulting diverse communities, Race and mental
health issues, Cross-cultural counselling, Supporting supplementary
school education, Dealing with Racial incidents and Harassment, Ethnic
monitoring and the effective use of data in promoting race equality
and fair recruitment and selection policies.
Kobenhavns kommune, Uddanelses-og Ungdomsforvaltninge
(The Administration of Education and Youth, Section for Bilingual Pupils),
DK
Uddannelses- og Ungdomsforvaltningen is responsible for every aspect
of education in Copenhagen delivered to children, youth and adults.
The Municipality also offers a substantial educational programme to
school pupils after school hours. One of the main areas is the teaching
of Danish as a second language, which is the responsibility of the Section
for Bilingual Pupils. The education of bilingual pupils has been a major
area of development since 1996. Currently, the Municipality is implementing
and developing an integrated action plan for the education of bilingual
pupils. The implementation and delivery of the action plan involves
a cross-section of other public services. The Municipality also support
the development of ethnic minority languages in the city. It has been
involved in a number of European intercultural educational initiatives
and is currently organising the Fourth European Equality in Education
Conference to be held in May 2001in Copenhagen.
Artemisszio Foundation, Budapest, HUN
Artremisszio is a non-profit organisation of public interest. It was
created to promote the intercultural communication, and to fight for
the equality of opportunities for minority communities and for other
disadvantaged social groups. Since its creation in 1998 the Foundation
has been working actively in European projects relating to these themes.
It organises trainings and study trips to other European countries
for the professionals of the social sector. It plays the role of host
organisation in Leonardo placement projects and that of the sending
organisation for SVE projects The Foundation also supports the creation
of audio-visual documents and written publications. It has a research
department engaged in scientific cooperation programs in the field
of urbanity, ethnic relations and communication. The Foundation is
working more specifically on the creation of training programmes in
intercultural communication for social workers and teachers. It is
also engaged in several European programs aiming at the professional
insertion of memebers of disadvantaged social groups.
